Attorney David H. Blackwell
Attorney David H. Blackwell’s principal areas of practice include residential and commercial real estate transactions, criminal defense, collections, personal injury, workers’ compensation, subrogation, business and commercial law, landlord and tenant disputes, wills and probate matters.
Attorney Blackwell has been in private practice for 13 years. Admitted to the Connecticut Bar in 1999, Attorney Blackwell worked in Travelers Insurance Company’s Legal Department before becoming affiliated with a transaction-based clinical legal program at the University of Connecticut School of Law. He spent nine years as an adjunct instructor of a law school course entitled, “Building Urban Communities.” In 2003, Attorney Blackwell founded the law firm of Blackwell, Davis & Spadaccini, LLC in Manchester.
Attorney Blackwell received his Juris Doctor from the University of Connecticut School of Law, and he also received a Masters of Public Administration from the University of Hartford in 1992 where he was awarded the Woodruff Fellow of Public Administration. He is a graduate of Central Connecticut State University.
From 1999 through 2003, Mr. Blackwell served the 12th House District as its State Representative. During his legislative tenure, Mr. Blackwell was a member of the Education Committee, Finance Committee, Workforce Development Committee and served as the Ranking Member of the Planning and Development Committee.
In addition to his private practice, Attorney Blackwell has served on the Board of Trustees of the Community Colleges of Connecticut and chaired the 2007 Presidential Search Committee for Manchester Community College. He is an Honorary Trustee at the Lutz Children’s Museum, a Corporator of Eastern Connecticut Health Network (ECHN), a Trustee of ECHN’s Woodlake at Tolland; a Corporator of Rockville Bank; a member of the board of the Manchester Police Activities League (P.A.L.) and Chairman of the Manchester Initiative for Supportive Housing. In 2010, Governor M. Jodi Rell appointed David to serve as member and Chairman of the State of Connecticut Judicial Review Council.
